ABSTRACT
This research work is an attempt to study, evaluate and analyze the training and development aspect of personnel in an organization as far as the research is concerned. The management of people at worth (manpower) is affected greatly by the attitude of employees, the activities of trade union and by the general level of economic activities and development. I will include subject like the problems of training and development of manpower, human relation and motivation. The aim of including them is to highlight the importance of the fact that, manpower function is not merely concerned with routine administration but has to do with other important areas that are fundamental to the development of an organization. The study is not exhaustive due to the time constrains on the course of its preparation but the writer has tried to highlight the major aspects of the scope and objective of training and development of manpower. somehow, it could still provide for an input to develop a deeper analysis on the subject matter. On so doing, this work has been grouped into three chapter beginning with chapter one, this chapter is meant to introduce the study. The writers interest was stimulated to undergo this research as a result of some administrative gaps especially the training aspects that exit in many organizations.

1.0 GENERAL INTRODUCTION
The Role of Personnel Department in Manpower Training and Development.
The study is very important in an organization. It ensures the efficiency of workers in an organization. Manpower means the human resources of a country, an organization or state available in form of skilled and unskilled labour which are trained.
Training helps to prepare such human resources with the capacity to get goals, plan, execute and organize the necessary programmes using the required resources to achieve the desired goal.
The definition highlights the importance of training of manpower. Thus, without training, what one gets is not the right manpower but unskilled labour. Training on the other hand, is the process of imparting specific skills, which build individuals to perform specific jobs.
Another department that plays an important role on the aspect of manpower training and development, is the personnel department. The aim of personnel department and their need in any organization is to ensure that employees are used in such a way that employers obtain or achieve their goals from the employees abilities, and the employees in return obtains both material and psychological reward from their worth.
The department concerns itself with the development and application of policies governing the manpower, career development, working conditions, planning, employees services, communication network and other functions on the area of benefits and rewards includes fringe benefits, financial incentives, wages and salaries, transport, holidays, rent paid, health, safety and welfare.
1.1 SIGNIFICANCE OF THE STUDY
This study will reveal the efficiency and profitability, if workers are trained and developed. It will enhance an effective profitable role of personnel department in coordinating the manpower acquisition training and development in an organization, by enabling each employee make the best contribution to its success, both as individual and as a member of a working team. And to provide fair terms and conditions of employment and satisfying work for those employed.
The study is set to find out problems that affect the training and development of manpower and give possible solutions that can help employees to perform their work towards the overall objective of enhancing organization efficiency.
1.2 AIMS AND OBJECTIVE OF THE STUDY
The aims and objectives of this study among others, is to examine the role of personnel department and the performance of management in an organization. The writer therefore intends to:
- Examine the relationship that exist between the personnel department and other department that helps in achieving organizations goals.
- To what extent have the problems of improper placement of staff and labour turnover can affect the efficiency of organization.
- Examine the procedure used for recruitments, promotions, retirement of staff, training scheme and welfare services.
- Lastly, to appraise training and development processes in order to identify problems and solutions for the improvement of operation in any organization.
1.3 LIMITATIONS OF THE STUDY
Apparently every research work is faced with numerous difficulties, as a result, this particular study is included. The time within which this study was conducted was very limited. The fact that the study was combined with other academic works made it more difficult to be concluded.
Financial problems and the unavailability of adequate textbooks also made this difficult in carrying out extensive work as far as this study is concerned. However, the few materials gathered and used in this work has made it turned out well within the time available.
1.4 DEFINITION OF TERMS
- Manpower Training: This term refers to the knowledge that is acquired in order for one to be better in the course of the job.
- Department: This term refers to a section within the office of the personnel management which is responsible for training matters.
- Management/Administrative Class: Such class of employees occupy pre-eminent position in the corporation. They are responsible for implementing government policies.
- Training Policy: This term refers to the course ranging from one to twelve months either within or outside the country, and before a staff is qualified for such courses he must put in five (5) year services from the date of this appointment.
Management: The act of coordinating the element or factors of production towards the achievement of the goals for an organization. It also denotes a constituted body of personnel charged with the responsibility of carrying out the policies and objectives of an enterprise.
